I have the honour to enclose a copy of Mr.

Consul-General Moss' despatch No. 13 from Hankow of

the 19th March 1936 reporting on the condition of the

Hupeh-Hunan Section of the Canton-Hankow Railway.

With reference to the statement that this

section of the line is in a deplorable conäition and

would require expenditure of much time and capital to make

the whole line efficient for military and commercial pur-

poses, I venture to draw your attention to an article

describing the construction work, permanent way, and

rolling stock of the Canton-Hankow Railway which appear-

ed in the Railway Gazette of the 7th February 1936, (a copy of which was sent recently to Sir Alexander

Cadogan by Mr. C. Peter Sandberg of Messrs. Sendberg,

40 Grosvenor Gardens, London 8.V. 1., who stated that

his firm had arranged for the publication of the article),

which appears to give a somewhat over-optimistic esti-

mate of the traffic prospects of the line.
